What can foreigners buy?

Foreigners (non-PRs) can purchase private condominiums and apartments without restriction. They cannot buy landed property (unless approved by the government) or HDB flats.

ABSD for foreigners

As of 2023, foreigners pay a flat 60% ABSD on any residential property purchase in Singapore. This is in addition to the Buyer's Stamp Duty (BSD) of 1–6% depending on the purchase price.

Financing as a foreigner

Foreign buyers can borrow from Singapore banks, but are typically limited to a Loan-to-Value (LTV) ratio of 75% (first property) subject to TDSR. Some banks may be more conservative for non-residents.

The buying process

The process is broadly the same as for residents: book a unit, sign the Option to Purchase (OTP), pay the Option Fee (typically 5%), exercise the OTP within 3 weeks, and complete the purchase within 8–10 weeks. Legal completion typically takes 8–12 weeks after exercising the OTP.
